يهدف البرنامج إلى تحويل المملكة إلى قوة صناعية رائدة ومنصة لوجستية عالمية عبر تعظيم القيمة المتحققة من قطاعي التعدين والطاقة والتركيز على محوري المحتوى المحلي والثورة الصناعية الرابعة، ليساهم البرنامج بشكل كبير في تعظيم الأثر الاقتصادي وتنويعه للقطاعات المستهدفة، واستدامة نمو تلك القطاعات وتحقيق ريادتها، وخلق بيئة استثمارية جاذبة فيها.
أُطلق برنامج تطوير الصناعة الوطنية والخدمات اللوجستية مطلع العام 2019، إيماناً من القيادة بأهمية قطاعات البرنامج الأربعة (الطاقة ، التعدين، الصناعة، والخدمات اللوجستية) وتكاملها لتحقيق قيمة مضافة وتعظيم الأثر الاقتصادي وتنويعه وخلق بيئة استثمارية جاذبة.
كما يولي البرنامج اهتماماً لمحوري المحتوى المحلي والثورة الصناعية الرابعة كونهما أحد أهم ممكنات القطاعات الرئيسية المشمولة في البرنامج وعوامل دعمها للوصول بها إلى تحقيق مستهدفاتها والأثر المرجو منها.
حقق برنامج الصناعة الوطنية والخدمات اللوجستية عدداً من الإنجازات المتنوعة منها إطلاق برنامج المسح الجيولوجي، بالإضافة إلى إطلاق خمسة خطوط ملاحية جديدة، وتدشين أول زورق اعتراضي سريع مصنع محلياً، وإنشاء محطات للطاقة المتجددة، وزيادة متسارعة للاستثمار في القطاع الصناعي، ودعم توطين قطاع الصناعات العسكرية، وإطلاق برنامج "صنع في السعودية".
يعمل البرنامج حالياً على تطوير البنية التحتية لقطاعاته الأربعة لتكون أحد أهم عوامل رفع تنافسية المملكة وجاذبيتها كوجهة مثالية للاستثمار، إلى جانب الاستغلال الأمثل للموارد، وتحسين السياسات والتشريعات الخاصة بالقطاعات لتمكين البرنامج من تحقيق مستهدفاته وتمكين استثمار القطاع الخاص المحلي والأجنبي.
كما سيركز البرنامج على تحسين الميزان التجاري، وخلق صناعة محلية تنافس في الأسواق العالمية، وإيجاد ميز تنافسية مستدامة قائمة على الابتكار وتحفيز الاستثمارات وخلق الفرص الوظيفية، والتقدم نحو تحقيق مزيج الطاقة الأمثل وزيادة الترابط اللوجستي للمملكة محلياً وعالمياً.
The National Industrial Development and Logistics Program (NIDLP) aims to transform Saudi Arabia into a leading industrial powerhouse and a global logistics hub, by maximizing the value of its mining and energy sectors while unlocking the full potential of local content and the 4th Industrial Revolution (4IR). The Program largely contributes to driving the Kingdom’s economic diversification towards sustainable growth by fostering a globally attractive investment environment.
The Program was launched at the beginning of 2019, out of the leadership's belief in the importance of the Program's 4 sectors (Energy, mining, industry and logistics) and via integration to maximize their contribution to Saudi Arabia's efforts to grow and diversify the economy.
The Program also focuses on the two enabling pillars of local content and the 4th Industrial Revolution (4IR), given their importance towards enabling the main sectors to reach their pre-set strategic objectives.
The Program had numerous achievements since its commencement which includes but not limited to the launch of the largest in its kind geological survey program for the Arabian Shield region. It also achieved remarkable progress in international connectivity by adding 5 new shipping lines to the Kingdom's ports, inaugurating the first locally manufactured fast intercept boat, the launch of multiple utility-scale renewable energy projects and strides of progress in military equipment localization as well as the global launch of the "Saudi Made" program.
The Program tends to achieve its goals by developing world-class infrastructure for its sectors, designing new policies, and regulations to unlock value, increasing the value from the Kingdom's resources and drastically improving global connectivity and access to markets. All in the aim of developing a sustainable comparative advantage that will place the Kingdom at the forefront of investment attractiveness.
